Guitar Tuning Question?

In tabs when it says drop C or tune down two steps (2), what does that actually mean? I know how to tune to standard and have a digital tuner but i don't understand fully how to tune down like metioned above. How does it work?

All it means is that all the strings are tuned in the same relative pitch (4ths) but just down a whole step...and then drop-D'ed.

C G C F A D down whole step drop C
